Canada Trade Compliance Specialist

The Canada Trade Compliance Analyst - is responsible for developing, implementing and leading trade compliance programs supporting Polaris businesses and functions with global trade needs in Canada and at the Canada/US border.
The job objective is to set up and maintain process for all businesses and functions related with: importing into and exporting from Canada. This objective i! s aligned with Polaris' growth and speed goals.
- Perform a risk assessment and identify all trade compliance risks in Canada.
- Establish Polaris procedures and system controls to comply with import and export regulations.
- Establish Service Provider procedures to comply with import and export regulations.
- Respond to governmental and administrative inquiries and queries as the principal point of contact.
- Develop and maintain a Canada global trade compliance training program
- Monitor Canada import / export compliance with key functional groups
- Keep abreast of regulatory requirements in Canada import and export, and communicate changes to appropriate personnel
- Monitor providers and internal functions to ensure compliance to procedures and regulations.
- Communication to Management regarding areas of concern or risk of non-compliance, and develop work plan to address.
- Develop & analyze KPIs ! to recognize gains and identify priorities, targets for saving! s and improvement
- Conduct post entry reviews on imports, tariff classifications, export documentation, license control, shipment history reports of regulated materials
- Support denied party screening & free trade agreement policies & processes
- Support Powers of Attorney with freight forwarders and import brokers in coordination with Legal (or contractual agreements)
- Develop and report out metrics timely.
- Support activities and communication during government compliance audit activity.
- BA or BS in in transportation logistics or related field
- 5 years demonstrated regulatory expertise with programs and agencies such as Canada Border Services, Customs and Border Protection, Bureau of Industry and Security, etc.
- Previous experience with Customs Focused Assessments and governmental audits.

- Strong organizational leadership skills using a highly collaborative approach and able to develop relationships across multiple divisions and multiple levels in the organization, including working directly with Logistics, outside counsel, Research and Development, Supply Chain, Procurement and Marketing departments in a global matrixed organization
- Demonstrated ability to manage global projects, tasks, deadlines, and changing priorities in a team environment
- Demonstrated experience at developing cross-functional processes that are lean and effective
- Subject Matter Expertise in harmonized tariff classifications, rules of interpretation and binding rulings, valuation, assists, free trade agreements, Country of Origin determination and C-TPAT, recordkeeping and response to governmental inquiries
- Prior employment in supply chain or logistics for a manufacturer.
- Ability to respond quickly in emergency situation! s involving trade compliance issues.
- Past participation in ind! ustry or trade association consortia addressing trade compliance and risk assessment issues
- Excellent written and oral communication skills, including the ability to convey technical information to a non-technical audience
- Ability to represent the company and influence decisions in matters relating to import/export requirements
- Licensed Customs Broker
- Lead implementation and use the global trade management system
- HTS classification skills
- ECCN classification background
- Familiarity with the Import Regulations
- Familiarity with International Documentation
- Incoterms
