The Second Judicial District Human Resources Team is seeking a highly professional and competent HR generalist to work w! ith Judges, Managers, Supervisors and Employees in providing a wide variety of Human Resources services to include employment, benefits administration, employee/labor relations, training initiatives and HR policy interpretation.Leads project teams regarding court-wide initiatives and studies. Interprets HR policies and procedures and manages all Worker's Compensation and ergonomics activities. Serves as the 2nd District Coordinator for the Safety and Health program and Safety Committee. Manages position control for the district including generating reports regularly and as needed. Coordinates and processes personnel transactions, designs and delivers the new employee orientation program. Oversees benefits administration in the open enrollment, flu shot clinic and combined charities campaigns. Audits payroll transactions. Coordinates and responds to unemployment claims and is the designated site coordinator for ADA, FMLA and Worker's Compensation. Assists with initiatives to! implement programs that help engage and retain a high perform! ing workforce and organizational culture.
RESPONSIBILITIES:
Employment: (20%)
Assists in diversity programming in applicant tracking and EEO compliance and reporting.
Conducts and monitors exit interview process and prepares annual exit reports and turnover analysis for administrators.
Performs staffing and recruiting functions to include: job description creation and postings, requisition/applicant tracking, applicant screening, interviewing and selection, offer letter preparation, background and reference check administration and other support as required.
Manages position control for the district including generating reports regularly and as needed.
Coordinates and processes personnel transactions, designs and delivers the new employee orientation program.
Certifies e-PDQ process.
Benefits Administration/Compensation/Job Description/Classification, Incentives and Payroll: (15! %)
Oversees county and state payroll and benefits to ensure compliance for audit purposes.
Leads Safety, Health and Ergonomics program.
Assists managers in developing job descriptions and assists in preparing/reviewing positions for job classification reviews.
Lead role in coordinating retirement benefits and consults with employees regarding their retirement benefits.
Provides advice on FMLA/ADA and Worker's Compensation.
Employee/Labor Relations: (25%)â¢Provides guidance and coaching to managers regarding employee relations and labor relations issues.
Interprets and communicates policies, labor contracts and other governing documents to ensure consistent implementation and application.
Establishes and maintains contact with labor union representatives, responds to inquiries, provides staff assistance in grievance procedures and arbitrations.
Interprets labor agreements and human resou! rce policies and procedures and applicable laws in responding to inquir! ies from district administrators and staff.
Prepares various reports requiring research, data collection and analysis and makes recommendation as appropriate.
Responds to employee complaints and workplace issues and determines appropriate steps to be taken to address and/or remedy the situation.
May conduct workplace investigations related to employee complaints and disciplinary issues.
Performs special projects as required.
Consults with managers on performance management issues.
Contributes to the Districts workplace efforts in supporting employee relations and employee communications programs.
Administers the employee service award program.
Monitors unemployment claims processing and prepares for and attends unemployment hearings.
Employee Communications: (10%)
Prepares internal employee communications to include posting notices on SharePoint and participating in communicatio! n efforts to employees via newsletters and other communication vehicles regarding HR programs, benefits and policies.
Health & Safety: (15%)
Leads Safety and Health Committee and is the lead for the District's ergonomics program.
Prepares OSHA reporting.
Is a member of the Statewide Safety Team.
Employee Development, Training and Performance Management: (15%)
Manages new employee orientation for all employees.
Supports the performance management process to include assistance with disciplinary actions.
Presents training programs to employees and may partner on statewide training initiatives.
QUALIFICATIONS:
MINIMUM:
Bachelor's degree in human resources management, psychology or a related field.
5 years of professional Human Resources experience.
Knowledge of current standards, practices in Human Resources to include employment, job evaluation! , benefits, employee/labor relations with demonstrated experience in mo! nitoring and coaching on performance management issues.
Considerable knowledge of applicable laws, rules and regulations applicable to employment law including wage laws.
Skilled in the use of computer software applications to accomplish work tasks including; SharePoint, MS-Outlook, Word and Excel.
Strong customer service focus.
Self-directed with strong problem solving skills, attention to detail and strong organizational skills.
Effective time management and prioritization skills; ability to handle multiple issues simultaneously with frequent interruptions and deadline driven.
Strong ability to communicate effectively verbally, interpersonally and in writing.
Demonstrated ability to handle sensitive and confidential information.
Ability to conduct research, analyze information and prepare reports.
Considerable ability to make sound decisions based upon analysis of HR policies and procedures a! nd information relating to specific employment issues.
Ability to investigate and resolve complaints and conflict situations.
Successful candidate will be required to pass a criminal background check.
DESIRABLE QUALIFICATIONS:
Presentation skills desirable.
Court experience a plus.
SPHR/PHR certification a plus.
Experience in or knowledge of a union environment is helpful.
A commitment to continuous learning in staying up-to-date with current developments in human resources by researching publications and participating in professional activities to include associations, seminars and conferences is desired.
