Depending on the unit assigned, employees perform some or all of the following functions.

Examples of Work Performed:
Review applications for child support services to determine if there is sufficient information to proceed to enforce an existing child support order or start a new court action, and determine the appropriate jurisdiction to provide services.

Gather financial and confidential information through i! nterviews with custodial and non-custodial parents; explain ri! ghts and responsibilities related to paternity and child support.

Locate non-custodial parents in cooperation with custodial parents and via access to computer databases.

Help establish paternity through the Recognition of Parentage process or genetic testing and legal action.

Determine recommendations for child support obligations based upon employment status, public assistance status, wage information, and other information, in conformity with Minnesota Child Support Guidelines and other applicable laws, under direction of Assistant County Attorneys.

Manage a caseload; review information daily provided from automatic computer interfaces and perform work required as a result; communicate with clients in person, by telephone and in writing about their cases; communicate with others on a regular basis, such as employers and other county or state staff.

Enforce court orders for the collection of basic child support, medical support! , child care support and past due child support (arrears) by monitoring payments and initiating appropriate enforcement actions, include but not limited to income withholding, suspension of driver's licenses, seize bank accounts, suspend occupational or recreational licenses, and contempt of court.

Research, analyze, organize and collect information gathered from clients, computer databases, employers, and internal and external agencies to assist in determining the next appropriate action on a case.

Ensure correct charging on cases by reviewing information including use of the state-wide child support and public assistance computer systems to verify that incoming payments are applied correctly to multiple obligations; to calculate balances due on each sub-account; to correct any errors in payment applications and complete adjustment forms to change distribution of funds when necessary.

Prepare legal documents, including but not limited to, summons! , complaints, affidavits, notices and motions, and subpoena for review ! and sign by appropriate authority.

Make referrals for information and services, include to self-help legal centers, community based resources and social service agencies.

Educate parents about child support including the process of establishing paternity, child support orders and modify child supports orders, payment options and enforcement remedies.

Conduct outreach to communities in Ramsey County, include communities of color, non-Native English speakers and under-served populations.

Work with other counties and other states in the establishment and collection of child support.

Minimum Qualifications:
Education: AA, AS, or AAS Degree, equivalent OR completion of relevant post high school business/career program.

Experience: Two years full-time relevant clerical or client service experience, such as legal services, human services, collections, and bank teller or other financial/administrative-re! lated positions.

substitutions: The following may substitute for the above requirements; a Bachelors degree or four years of full-time relevant clerical or client service experience, such as legal services, human services, collections, and bank teller or other financial administrative-related positions.

Exam/Screening Process Information:
The examination/screening process will consist of the following sections with each section weighted as follows:

Training and Experience Rating..................40%

Short Answer Questions...........................30%

Oral Examination.................................... 30%

Candidates must pass the Training and Experience Rating in order to have their responses to the Short Answer Questions portion of the exam process scored. Candidates will need to pass the Short Answer Questions portion of the Exam process to participate in the Oral Examination.

Candidates' s! cores on the Training and Experience Rating and the Short Answer questi! ons portions of the Exam process will be combined.

The top candidates, up to 30 will be invited to the Oral Examination.
