DUTIES:
The Impaired Provider Program Coordinator (IPP) for the Office of Public Health, Occupational Health Group, provides lea! dership and expertise at the national level regarding relevant health behavior change as part of the VHA Employee Health Promotion/Disease and Impairment Prevention Program (EHPDIP). The purpose of the IPP is to manage health issues, such as drug/alcohol abuse, mental illness, and/or loss of motor skills, of health care providers. Incumbent performs duties with wide latitude, exercising independent judgment and full, delegated autonomy. Duties include:
Provides expertise in the overall planning, direction, coordination, development and evaluation of an Impaired Provider (IP) Program;
Expert consultant at the national level serving as a national authority in development and implementation of major IP programs including advice and guidance on problems and issues monitoring outcomes;
Develops program objectives, sets performance standards, evaluates research potential of innovative projects;
Determines national standards for IP programs/proj! ects by which to judge effectiveness;
Establishes goals and ob! jectives in order to identify successful program accomplishments;
Analyzes and develops new or proposed policies to ensure compliance and compatibility with VHA mission and goals;
Serves as a consultant to and collaborates with other program managers within the Office of Public Health/Occupational Health including Clinical Employee Health, Workers Compensation and Workplace Violence Prevention;
Serves as lead consultant to EHPDIP staff on health behavior coaching and motivational interviewing for employees;
Maintains awareness of and provides consultation on health behavior interventions to promote health and prevent disease;
In collaboration with EHPDIP Program Manager and others, plans, develops, adapts, implements, and assesses efficiency of health behavior interventions to promote health and address health risk behaviors such as weight, tobacco use, stress, excessive alcohol use;
Provides technical assistance, consul! tation and guidance to national, state, and/or local agencies, organizations, research entities regarding IPP studies, programs, strategies and services;
Oversees the establishment of program monitors, outcomes, measures required for clinical performance or quality improvement analysis;
Acts as a liaison with policy-level officials within VHA.
QUALIFICATIONS REQUIRED:
BASIC REQUIREMENTS:
U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA). The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed.
AND
Have successfully completed a professional psychology internship training program that has been accredited by APA.
LICENSUR! E: Hold a full, current, and unrestricted license to practice psych! ology at the doctoral level in a State, Territory, Commonwealth of the United States, or the District of Columbia.
English Language Proficiency: Psychologists must be proficient in spoken and written English.
Creditable experience:
To be creditable, experience must be post-doctoral degree and must have required the use of knowledge, skills, abilities, and other characteristics associated with current professional psychology practice. Creditable post-doctoral degree experience can be obtained through employment as a psychologist or through participating in a supervised post-doctoral psychology training program. This may be evidenced by one or both of the following:
Active professional practice.
A full, current, and unrestricted license.

GRADE DETERMINATIONS:
In addition to the ba! sic requirements, the following criteria must be met for the GS-14:
Experience: At least 1 year of professional psychologist experience equivalent to the next lower grade level and must fully meet the KSA's for that level. Experience in leadership positions at a national level directing a patient care program component or direct organizational development. Duties and responsibilities that affect the overall functioning of a national program and exercise a wide latitude, autonomy and independence. The administrative and/or technical work is of substantial level of difficulty and responsibility. Experience with delegated authority to determine long range plans and assure implementation of goals and objectives. In addition, the candidate must demonstrate the following professional KSAs and demonstrate the potential to acquire the assignment specific KSAs.
Knowledge of, and ability to understand and communicate, existing policies and regulations.
Ability to provide information about VISN or national policy to a wi! de variety of audiences in a usable and understandable manner.
Ability to develop and recommend new or revised policies that are consistent with organizational goals and objectives.
Knowledge of, and ability to utilize resource materials as well as ability to develop new materials when needed.
Ability to relate to individuals at many different levels both within and external to the organization.
Ability to communicate effectively orally and in writing with a diverse group of professional staff.
