MINIMUM QUALIFICATIONS : A combination of post-secondary education and work experience that equals a total of four years with a minimum of one year ! of directly related economic support work experience and at least 45 quarter or 30 semester credits of education. Must have own means of transportation for business purposes. Individuals operating a motor vehicle for county business must possess a valid driver's license. Offers of employment will be contingent upon passing a criminal history investigation prior to beginning employment with Washington County. RESPONSIBILITIES : Two available lead worker positions responsible for training and guiding staff who determine eligibility for Minnesota financial assistance programs. One position is in the Financial Assistance Intake Unit and the second is in the Families Unit. DESIRABLE EXPERIENCE :
Maxis computer system production work experience
Work experience training others in determining eligibility for all Minnesota healthcare programs, SNAP and emergency assistance
Lead Worker experience
Work experience or training in basic statistical calculations and tracki! ng the results using Excel or Access
Experience gathering ! supporting documentation and presenting information to an appeals judge
SELECTION TECHNIQUE : Your training and experience will be rated based on the required application material submitted and the top scoring candidates will be forwarded to the hiring department for further consideration.
HOURS / DAYS : 8:00 a.m. - 4:30 p.m., Monday-Friday. One position located in Stillwater and one located in Cottage Grove. Work schedules (hours and days) and location are subject to change based on department needs. ANTICIPATED HIRING RATE : $21.41 - $25.35/hour
GENERAL DESCRIPTION:
This work of this position is complex in nature, requiring an advanced degree of skill and knowledge, independent judgment and creativity to assure compliance with program standards and departmental goals and outcomes. This position trains and guides staff in specialized technical assignments in child support, health care and other public assistance programs, depa! rtmental processes, and automated caseload administration. Persons in this position may be assigned broad responsibility for the development and management of specific programs or program elements. Work is performed independently under the general direction of an Economic Support Supervisor and/or the Division Manager. Work is reviewed through conferences and results achieved.
KNOWLEDGE, SKILLS & ABILITIES:

Knowledge of: The rules, regulations and procedures of child support and public assistance programs as required by the specific position; county and state computer systems; effective training techniques, interviewing and information gathering; county services and community ! resources; the causes and effects of poverty.

EXAMPLES OF WORK:
1. Analyzes, researches and interprets state/federal rules and regulations. Serves as consultant to the staff regarding the understanding and application of these rules and regulations. Reviews work of staff to assure compliance with state and federal rules and regulations, provides input to supervisor on staff and unit performance.
2. Designs, recommends, implements and evaluates designated programs, policies and procedures. Provides quality control and quality assurance reviews. Works with staff, service partners, referral sources, vendors and customers, to understand and resolve concerns and complaints.
3. Coordinates specialized programs or functions as needed in the department, to include the program design, policies and procedures development, narrative and statistical report preparation and da! y-to-day program coordination.
4. Provides leadership, team develop! ment, direction and case consultation to staff. Assigns and schedules work, mentors and develops staff. Participates in the selection and hiring of staff. Assists the supervisor in the day-to-day management of work and provides work direction in the supervisor's absence.
5. Evaluates training needs of staff. Designs, coordinates and provides specialized training and orientation to staff. Documents and reports progress regularly to the appropriate supervisor. This includes training in interactive interviewing and fact gathering, the application of complex program regulations and legal requirements and the use of multiple computer-based case management systems.
6. Evaluates legal and case records, client statements, risk factors, regulatory and statutory requirements to guide determinations, uphold agency actions in appeals or present the County's positions in administrative/court hearings and functions.
7. Collaborates with county and state staff in the on-going ! development and improvement of automated technology and manages access to systems. Serves as MIS liaison to state departments.
8. Leads/participates in various task forces, committees and multi-disciplinary teams. Serves in liaison roles with other agencies or state departments such as DHS and DEED.
9. Provides education and training to other divisions, departments, community service providers and the public regarding economic assistance programs and services.
10. Performs other duties as assigned.
ESSENTIAL FUNCTIONS: The essential functions of this position are 1-10 as listed above.
WORK ENVIRONMENT: Work is sedentary in nature performed within the Government Center and satellite offices. Continuous contact with the public, other staff and other agencies. Lifting requirement of 20 pounds on an occasional basis. Wrist and finger manipulation due to filing, compiling, calculating, or computer work. Equipment used will include comp! uter, typewriter, calculator, telephone, copy/fax machine and others. E! xposures may include but be not limited to disagreeable odors, communicable diseases, bodily fluids, difficult and challenging behaviors. Additional physical/mental requirements that occur may not be listed above, but are inherent in performing the position's essential functions.
