The Tenth Judicial District Administration Office, located in Ramsey, MN is currently seeking a full-time Human Resources Manager.

This p! osition manages the human resources functions for the Judicial Branch in the Tenth Judicial District, which is comprised of the eight north metro counties of Anoka, Chisago, Isanti, Kanabec, Pine, Sherburne, Washington, and Wright. This position is responsible for managing all aspects of human resources and organization development including recruitment, selection, performance management, contract/rule implementation, classification, compensation, and training. This position reports to the Judicial District Administrator.

Example of Duties:
(Any one position may not include all of the duties listed, nor do the examples cover all of the duties which may be performed.)

RESPONSIBILITIES:

• Manage the Human Resources function (including supervising HR staff) in the Tenth Judicial District
• Advise judges, court administrators, managers, and supervisors on HR rules, collective bargaining contracts and memorandums of understan! ding, employment law and performance management issues.
Administer three collective bargaining agreements.
• Coordinate organizational development and the systematic process of implementing effective organizational change.
• Partner with HR colleagues on statewide HR initiatives, transformation and strategic planning.
• Manage the recruitment and selection processes for positions located in the Tenth District.
• Manage benefits and payroll for judges and employees of the district.
• Manage classification plan administration for Tenth Judicial District employees (both represented and unrepresented).
• Analyze issues relating to human resources operations and recommend changes.
• Coordinate education and training for the district.

Typical Qualifications:
QUALIFICATION: (Any combination of training and work experience which indicates possession of the knowledge, abilities and skills listed above. An example of an acceptable qualification for this posit! ion is: )

Bachelor's degree from an accredited college or university in human resources, industrial psychology, organizational development or management, or related field and considerable human resources experience including some supervisory experience.

KNOWLEDGE, SKILLS AND ABILITIES:

• Considerable knowledge of principles and practices of human resource management and organization development with emphasis on public sector employee and labor relations, performance management, recruitment, selection, placement, and training.
• Understanding of the principles and practices of judicial, court, or public administration.
• Ability to build trusting relationships among staff and judges.
• Considerable knowledge of state and federal laws relating to human resources management.
• Skill in interviewing and discussing problems with employees and conducting or coordinating personnel investigations.
• Excellent co! mmunication skills.
• Knowledge of State of Minnesota and Judici! al Branch policies and procedures desired.

**Successful candidate will be required to pass a criminal background check prior to appointment .

Supplemental Information:
Work is performed primarily in an office setting.

SALARY RANGE & BENEFITS: $56,689-$87,842 annually. Starting salary depending upon qualifications. Full State of Minnesota benefits package.
