Chief Legal Counsel - State Program Administrator Manager Principal

Location: Saint Paul, Minnesota

This position will lead the Minnesota Department of Health (MDH) Legal Unit, which provides confidential legal services and advice to the Commissioner, the Department, and its staff. In-house legal services are primarily in the areas of rulemaking, data practices, contracts, emergency preparedness, delegations of authority and occasional novel legal questions that affect MDH operations. This position will participate as a member of the Department's Executive Team; act as a liaison with the Attorney General's Office (AG); and monitor litigation and other legal services performed for MDH by the AG's Office. In addition, this position will act as a liaison with the Governor's Legal Counsel and will advise on delegations of the Commissioner's authority. This position will also manage the MDH Records and Information Management (RIM) Program.




Qualifications



Minimum Qualifications

Current license to practice law in the State of Minnesota

And

Juris Doctor from ABA approved law school AND 10 year’s related legal experiences in government law (administrative law), public health law, health law or health related field.

Applicants who meet the above experience requirement will be further evaluated based on the following additional requirements:

  • Extensive knowledge and experience in one or more of the following areas: rulemaking; data practices; contracts; emergency preparedness; delegations of authority; or litigation.

  • Extensive knowledge and understanding of research, counsel, and guidance on complex legal questions or inquiries.

  • Extensive knowledge and experience in public health, government operations, or health related field.

  • Strong human relations and communications skills (oral and written) sufficient to manage Legal Unit staff and to collaborate and consult throughout the Department in a professional and courteous mann er.

  • Lead work experiences in leading staff members or lead work experiences on legal cases or projects.

  • Experience with recognizing legal issues and recommending actions to remedy problems.

  • Strategic planning skills sufficient to guide critical resource and program activity decisions through political processes that include many levels within and outside the agency, other state and local agencies, various organizations, community groups and/or other stakeholder groups.

  • Analytical skills sufficient to guide development and implementation of quantitative and qualitative research projects and reports, and to interpret, evaluate and assess the impact of policy, legislative, and legal changes that impact the program.

  • Ability to analyze legal issues and provide effective advice to staff on complex legal matters

Preferred Qualifications

Work exp erience in State of Minnesota or public sector preferably in public health, government operations, or health related field.

Experience as a manager or supervisor managing professional level staff.

Experience with litigation/monitoring litigation and other legal services

Effective presentation, group facilitation, and public speaking skills sufficient to professionally represent the program(s) and address various and diverse (external and internal) groups, organizations and media.

Strong attention to detail and accuracy skills

Excellent verbal, written, and interpersonal communication skills

Effective organizational, multi-tasking, and prioritizing skills

Ability to be flexible and adaptable to changing priorities and deadlines

Strong time management skills and ability to meet deadlines

Identify, anticipate and help mitigate key legal risks within areas of responsibility.

Develop policies, procedur es, legal guidance documents, tools and training materials.

Efficiently manage and drive multiple projects to completion.
