Promote a diverse, culturally competent, and respectful workplace.
Supervise financial workers (who determine eligibility for receiving public assistance programs) and support clerical staff of a Financial Assistance Services section by interviewing, hiring, assigning and scheduling staff; monitor and evaluate performance; train and guide staff; set work priorities and assist in establishing work standards; assure staff compliance with applicable laws, procedures, and regulations; condu! ct case consultations and unit meetings; enforce work rules an! d administer disciplinary actions; and otherwise provide leadership and direction to ensure effective and efficient unit operations.
Serve as liaison with representatives of public and social service agencies; negotiate with service vendors and other social service agencies to coordinate projects and services to produce desired outcomes; represent the unit or department in committee assignments, and in interactions with community groups to plan, develop and present information concerning financial assistance programs.
Collect, analyze, and interpret statistical data and reports data to management for planning purposes, to monitor trends and developments relating to client and program needs, and to manage resources and staffing. Develop new tracking systems to capture data for reporting. Prepare job assignments and maintain workload standards based on data collected. Compile data to be shared with external agencies to fulfill mandated reporting requirements! .
Assist staff with identification of client's complex life situations and social service needs; help identify appropriate resources for referral of clients to other social service agencies; and assist when needed in diffusing volatile situations with clients.
Recommend priorities regarding program administration to the Human Services Manager, and set priorities, goals and standards for the unit.
Receive and respond to complaints or informational requests from clients, officials and the public.
Recommend legal actions to the county attorney to pursue fraudulent actions and overpayment of public assistance.
Represent the agency at appeal hearings, administrative rule-making hearings, arbitration hearings, and fraud trials.
Review applicable laws, policies, rules and regulations, and recommend improvements in legislation based on operational experience and impact on client population.
Conduct special studies, proj! ects and surveys as needed, and draft written policy and procedural mat! erial, design new forms and notices, and complete written and oral reports as requested.
Analyze and evaluate operational systems and recommend design and implementation of improved manual and automated systems.
Assist in design of new or improved automated system by participation in committee work.
Design procedures and detail screens for automation project teams.
Minimum Qualifications:
Education:
Associate of Arts Degree from an accredited college.
Experience:
Six years of experience, including four years as a financial worker plus two years of clerical, office or client service work.
Substitutions Allowed:
Additional years of experience as a Supervisor, Financial Worker, or equivalent may substitute for each year of education lacking.
