The Civil Division of the Fourth District Court is seeking a Staff Attorney I to assist judicial officers and administration with a focus on civil case law, rules ! and procedures. This position will provide primary back up to the Staff Attorney I who supports the Civil/Criminal Signing Judge assignment and the Civil Assignment Office. Work includes performing legal research, analysis, and writing on assignments involving procedural and substantive matters and policy issues for Civil Administration and adjunct judicial officers.

Assignments are received either orally or in writing with the employee using professional legal principles and practices, statutes, case law, rules or procedures of the Supreme Court or Appellate Court, or Judicial Branch policies and procedures to complete assignments.

This position will report to Court Administration and will receive work direction primarily from the Civil Sr. Administrative Manager, but also from the Presiding Judge of Civil Division and the Civil Division Court Operations Manager.

Example of Duties:

  • Provide legal and administrative assistance a! s the primary back up to the staff attorney assigned to the ci! vil/criminal signing judge
  • Complete project based legal work as assigned by Sr. Admin. Manager, Civil Presiding Judge and Civil Division Court Operations Manager
  • Provide legal and procedural assistance to civi law clerks and judicial staff, including administrative support through the Civil Assignment Office, and maintain the Civil Bench Book
  • Review and provide legal and procedural assistance in the interpretation and implementation of new civil statutes and rules. Draft opinions, proposed legislative changes, forms, check lists and other documents
  • Provide legal advice to civil administration on cases such as consumer credit default judgment filings and questions raised by conciliation court referees
  • Conduct legal research as needed for housing and harassment referees
  • Other duties as assigned by the Sr. Administrative Manager
Typical Qualifications:
MINIMUM QUALIFICATIONS

  • Possessio! n of a current Certificate of Admission to the Bar of the State of Minnesota.
  • Possession of a law degree from an accredited college or university
  • Experience as a law clerk or as an attorney in private or public practice.
  • Skill in the operation of a personal computer with word processing and legal research software.
  • Knowledge of substantive and procedural law.
  • Knowledge of state laws, established precedents, and sources of legal references.
  • Knowledge of trial and appellate court procedures and rules of evidence.
  • Ability to analyze, appraise, organize, and present facts, law, evidence, and precedents concerned in assigned work and to prepare clear and concise documents or reports.
  • Ability to research legal issues using printed and computerized sources.
  • Ability to apply legal principles and logical thinking to individual cases, problems, and research.
  • Ability to decide an issue and render! an opinion.
  • Ability to read, analyze, and interpret legal doc! uments.
  • Ability to present material clearly, both orally and in writing.
  • Ability to work effectively with judges, court staff, administrative staff, other employees, and the public.

  • Highly organized individual
  • Experience with the court or comparable case information system
  • Flexible, with an ability to manage multiple responsibilities
  • Strong communication skills, both orally and in writing
