Description: Minnesota Merit System is hiring Child Support & Acct Unit Sup--Chippewa ... right now, this vacancy will be designated in Minnesota. Under general supervision, prepares the budget and is responsible for the maintenance of the financial records and accounts and the collection! of child support and non-IV-D revenue in a medium-sized county social services or human services agency; supervises accounting, clerical, data-processing and collections staff; and performs related work as assigned.

Examples of Duties:

  • Compiles financial data and projections regarding program and administrative expenditures and revenues and assists in the preparation of the agency budget.
  • Supervises the preparation of financial accounts and records.
  • Supervises and monitors disbursements of maintenance grants, payroll, administrative payments and social service vendor payments.
  • Analyzes and interprets fiscal reports so that the information is useful in available form.
  • Supervises clerical and technical personnel assigned to the unit.
  • Participates in interviewing and selecting staff.
  • Provides orientation and training for staff.
  • Evaluates and assigns staff caseloads.
  • Completes ! supervisory case reviews to ensure unit compliance with local,! state and federal rules/laws.
  • Develops and implements policies and procedures to be consistent with laws and regulations to promote efficient unit operation.
  • Coordinates the compilation of collection data for quarterly federal, state and local reports.
  • Consults with the county attorney and assists in making determinations concerning the disposition of cases.
  • Reviews evidence in cases prior to submittal to the county attorney.
  • Monitors county attorney contracts to ensure performance standards are met.
  • Works with employers/payers of funds explaining the law and legal actions for failure to withhold, etc.
  • Receives and handles complaints from clients and the public regarding child support issues.
  • Participates in fraud prevention efforts, including meetings with fraud investigators regarding handling of cases.
  • Supervises the maintenance of files and records relating to child support and collections! cases.
  • Plans and implements program changes as mandated by the Legislature and Department of Human Services.
  • Oversees the computer operations within the agency to ensure efficient operations and coordinate training of agency staff in computer operations and installation and development of new computer programs for agency use.
  • Coordinates purchasing of agency supplies, equipment and machines.
  • Establishes and maintains effective working relations with the income maintenance division staff, county attorney's office, police and sheriff's departments, local business and other private or public agencies.
Minimum Qualifications:
  • Graduation from an accredited college with a major in business administration or accounting and one year of experience as an accountant or auditor which includes experience involving collections or two years of experience as an accountant or auditor.
Or

  • Graduat! ion from an accredited college with a degree in a field related to busi! ness administration or accounting and three years of experience as an accountant or auditor involved in collection activities.
Experience as an accountant or auditor involved in collection activities may be substituted for the education on a year-for-year basis.

PREFERRED EXPERIENCE: Prior supervisory accounting experience is preferred.
