This position is advanced accounting work involving the coordination, preparation and maintenance of court bookkeeping and financial records and provides more complex financial procedural information. This position works closely with the Court Operations Supervisor to develop financial procedures and assure efficient processing and reliable financial accounting records. Assists in budget preparation and monitoring, including verifying, coding and reviewing payment of expenses, and monthly budget monitoring meetings with the Court Administrator. Monitors purchase orders and requisitions. Assumes responsibility for financial matters in the ! absence of the supervisor. Work requires the ability to exerci! se appropriate judgment and make decisions in accordance with policies and procedures of the Court Administrator's Office, the Minnesota Judicial Branch, and the State Auditor’s office. This position operates as a department resource requiring knowledge of all accounting procedures and policies for Court Administration. Performs a wide variety of technical operations requiring advanced computer knowledge, specialized clerical knowledge and application of detailed procedures. Work is monitored for accuracy, completeness, timeliness, and adherence to guidelines and requirements and is subject to periodic external audits.

Example of Duties:

  • Monitors and participates in the collection, receipting, posting and reporting of fees, fines, bail, trust, rent and escrow deposits and other court payments; daily balancing a! nd reconciliation of receipts and payments; making adjustments; preparation of and transport of bank deposits. •Screens public defender applications and Affidavits of In Forma Pauperis with the public; makes financial inquiries and recommendations to the Judges. •Establishes restitution and deferred payment plans; monitors files; takes and/or recommends action based on non-compliance or delinquency. •Assists court personnel, parties and public; answers inquiries; provides financial procedural and case status information, in person and on the phone; research files and records; identifies, corrects and assists others with financial errors and transactions. Knowledgeable in state collection policies. •Monitors and prepares fund disbursements, transfers, checks and other financial transactions; holds or disburses funds according to court order; examines and interprets court orders; monitors and reports on accounts. •Reconciles and balances accounts monthly; examines f! inancial records; verifies payments and deposits; prepares accurate and! timely reports of financial data and transactions including month end reporting for MNCIS. •Updates cases in MNCIS regarding bail and restitution per court order, confers with prosecutor, judge or other court official; set hearings. •Provides guidance and direction to court staff; provides answers to frequently asked questions and gives guidance to changes in court policies and procedures. Trains staff, prioritizes and inspects work. •Verifies, codes, documents and reviews payment of expenses; monitors purchase orders and requisitions. •Assists in budget preparation and monitoring expenditures which includes encumbrances. •Monitors Trust and Minor Settlement files. • Works closely with the Court Administrator and Court Operations Supervisor to assure proper segregation of financial duties; assists in establishing and revising financial policies and procedures; participates in resolving financial problems •Works closely with all court personnel, Judges, stakeh! olders, court customers, and vendors in all financial areas.
Typical Qualifications:
MINIMUM QUALIFICATIONS: (Any combination of training and work experience which indicates possession of the knowledge, abilities and skills listed. An example of an acceptable qualification for this position is):

  • Possession of Associate’s or Bachelor’s degree from an accredited college or university in accounting, business, or related field; or Graduation from an approved high school or vocational school combined with considerable accounting experience. · Knowledge of accounting and budgeting principles. · Strong working knowledge of MNCIS, especially MNCIS financial operations. · Ability to communicate appropriately with court staff and court customers regarding sensitive information. · Ability to make arithmetic computations rapidly and accurately. · Demonstrated common sense and good judgment. · Strong organizational and time manage! ment skills.
  • Successful candidate will be required to pass a c! riminal background check prior to appointment.
  • Successful candidate will be required serve a probationary period upon appointment.
