Starting Salary: $6,432-$7,447/month, Depending on Qualifications
Salary Range: $6,432-$8,211/month
Responsible for ! all operations of the Building Inspection Department. This includes administration and enforcement of State building and construction codes. This position provides day to day work direction and supervision to the department and is responsible for resolving complaints and/or concerns regarding code issues as well as permit plan review functions.
Essential Job Functions:
Establish and maintain policies and procedures for the Building Inspection Department including permit processes, record keeping, inspection scheduling, fee collection and enforcement. Oversee maintenance of website and handouts.
Supervise Building Inspection department staff, including hiring recommendations, completing regular performance reviews, development and training.
Manage and perform plan reviews and building inspections on all types of building structures (commercial, industrial and residential) to make sure that they meet building, zoning and related code requirements. ! This also includes new construction, remodeling and additions to insure that structures are built consistent with official building codes.
Communicate with architects, engineers, contractors and property owners to interpret and clarify code requirements.
Authorize and ensure issuance of various permits as required by codes and ordinances enforced by the City.
Ensure complaints involving building codes and related ordinances are investigated in a timely manner. Initiate appropriate legal action regarding violations that are not corrected.
Keep abreast of innovations and developments in the construction industry and how changes in materials and construction practices relate to code requirements. Maintain effective enforcement and inspection techniques, practices and procedures including technology and software innovation.
Attend development review and city council meetings to provide input on building code and ordinance requirements for proposed constructi! on and development projects.
Responsible for oversight of technolog! y within the department including software and upgrades to ensure technology is functioning properly and being maximized for department purposes.
Responsible for keeping supervisor informed of issues and adequately resolving issues quickly.
Responsible for preparing and processing ordinance amendments as needed.
Responsible for ensuring department reports are completed and accurate.
Oversee maintenance of department work records and implementation of document management system.
Prepare and manage annual budget for the Building Inspection Department including determining effective utilization of staff.
Other duties as may be assigned from time to time.
Qualifications:
Minimum:
State Certification as State Building Official
ICC Certification as plans examiner or building official or ability to obtain within one year of hire date.
Two year degree in related field or Building Inspection Technology (BIT) Certificate.!
Four years of experience in construction management or building inspections.
Experience with Microsoft Products (Word, Excel, PowerPoint).
Valid MN Driverâs License and good driving record. Desired:
Bachelorâs Degree in related field
Two years or more of supervisory experience
Experience with CRW Trak-it permitting software
Two years or more experience in construction trades: Architectural, Building, Mechanical (HVAC), Plumbing, Electrical
Knowledge, Skills and Abilities:
Ability to effectively supervise and motivate staff employees.
Skills in mediation, complaint resolution and problem solving.
Ability to effectively use a computer and various software programs.
Effective presentation skills.
Ability to maintain a positive and effective working relationship with council, commissions, businesses, designers, contractors, residents and staff.
Ability to communicate effectively, both or! ally and in writing.
Ability to work with City Attorney and follow ! court procedures/requirements related to inspections/compliance.
Ability to enforce codes and ordinances firmly, tactfully and impartially and deal with difficult situations.
Develop and maintain effective working relationships with other City departments such as Fire, Planning, Engineering, IT and other agencies including Dakota County and the State of Minnesota.
Ability to physically move about all areas of construction properties to carry out duties.
Ability to manage multiple projects and meet deadlines working in a fast paced environment.
