Bachelor's degree in social work, psychology, sociology, business administration, public administration, accounting or related field AND five years of full-time paid experience in a public organization, two years of which must have been in a supervisory/management capacity.
OR
Master's degree in accounting, administration, business or other related field AND three years of full-time paid experience in a public organization, two years of which must have been in a supervisory/man! agement capacity. RESPONSIBILITIES : This position is responsi! ble for effective management of annual budget, support services matters, and technological resources of the county attorney's office.

HOURS / DAYS : 8:00 a.m. - 4:30 p.m., Monday-Friday. Work schedules (hours and days) and location are subject to change based on department needs. ANTICIPATED HIRING RATE : $75,000/annually
GENERAL DESCRIPTION:
Under the direction of the department director, administers a major division(s) within a multi-function county department; develops standards, controls, and policies necessary to administer and finance a variety of federal,! state, local and internal programs. This is a professional, administrative and supervisory position responsible for the development, implementation, and direction of these programs. Work is reviewed through conferences, and reports and results obtained.
KNOWLEDGE, SKILLS & ABILITIES:
Education and experience: Bachelor's degree, from an accredited college, in social work, psychology, sociology, business administration, public administration, accounting or field related to functional area, and five years of full-time paid experience in a public organization, two years of which must have been in a supervisory/management capacity; OR a Master's degree in accounting, administration, business or other related field and three years of full-time paid experience in a public organization, two years of which must have been in a supervisory/management capacity.
Knowledge: Comprehensive knowledge of accounting and budgeting principles applicab! le to public sector service delivery. Comprehensive knowledge of princi! ples and practices of grants administration and related procedures; considerable knowledge of management information systems, data processing techniques, budget development and information systems, data processing techniques, budget development and effective departmental organization and planning; considerable knowledge of the principles of management, supervision and training.
Abilities: Demonstrated ability to plan, organize, and implement financial systems and procedures; considerable ability to maintain an effective working relationship with managers and officials of various public, private, and nonprofit agencies; considerable ability to interpret and apply policies and to develop procedures consistent with the purpose of the program legislation; considerable ability to express ideas concisely and clearly; considerable ability to plan and direct the work of others. Demonstrated ability to work within all levels of government. Ability to report to work i! n a regular and timely basis.
Skills: Considerable skills in applying managerial principles and department policies in directing a department; considerable skills in dealing with people at all levels; considerable skills in preparing and presenting reports either orally or in writing; considerable skills in directing and coordinating various and different programs to attain a single goal.
EXAMPLES OF WORK:
1. Analyzes, evaluates, modifies and approves procedures involved in the administration of a division(s) of the department; determines division standards and operating practices; recommend division goals and objectives to the Director.
2. May serve as chief financial officer for the Department; coordinates development of annual department/division budget with division managers and other departments; recommends budget to Director; collects and analyzes financial information to systematically project revenues and expenses; projec! ts fiscal impact due to changes in statutes, rules and economic conditi! ons; attends budget hearings with Director.
3. Monitors department/division budget to assure fiscal integrity and compliance with sound financial management practices; recommends changes or modifications as necessary to the Director.
4. Researches, designs and implements state-of-the-art financial systems and procedures that comply with applicable laws, rules, policies and procedures.
5. Manages administrative services for the department/division, including payroll, purchasing, cost accounting and clerical support; provides direction to administrative services personnel; assigns tasks and goals, reviews performance and develops training to meet division needs.
6. Responsible for all facets of the information systems utilized by the department, including design, development, installation, implementation, maintenance and support.
7. Functions as contract manager for the department; participates in contract negotiations as requested! by the Director; responsible for assuring accurate contract payments; reviews, evaluates and recommends actions to improve contract efficiency, effectiveness and accountability.
8. Responsible for assuring that all reports are generated accurately and timely; analyzes report data to determine trends in service delivery, case flow and department efficiency.
9. Manages and supervises all functions and personnel assigned to the division.
10. Collaborates with other departments, agencies and service organizations to assess service needs and recommend legislative changes.
11. Performs special projects as needed; performs other related work as assigned.

WORK ENVIRONMENT: Work is sedentary in nature performed primarily within the Government Center. Lifting requirement of 10-20 pounds on an occasional basis. Equipment used may include but is not limited to personal comput! er, calculator, telephone, copy and fax machine. Additional physical/me! ntal requirements that occur on a rare to occasional basis may not be listed above, but are inherent in performing the position's essential functions.
