Nature of Work
This position provides strategic leadership and direction for all operational aspects of the City of Rochester's Park and Recreation system which include parks, urban forestry, recreation and community service programs, and municipal golf courses. Responsibilities are performed under the general direction of the Park Board, City Administrator and City Council.

  • Strategic Planning Oversight
In cooperation with the Park Board, develop short-and-long-range strategic plans for the Park and Recreation Department based upon an analysis of the needs and interests of the community, projected future demands, capacity of facilities and funding opportunities.

Implement the identified goals subject to available funding.

Represent the Park and Recreation Department before the City Council, commissions and other governmental bodies regarding a range of matters, including sensitive programs and services.

Serve as the principal staff liaison to the Park Board members, City Administrator; Council members; Federal, State, County agencies; various community groups and the general public.
  • Administrative/Operational Activities
Act as the chief spokesp! erson for the Parks and Recreation Department and serve as a liaison with the public.

Plan, organize, direct and manage the operational activities of the Park and Recreation Department.

Oversee the development and implementation of procedures designed to increase efficiency and effectiveness of departmental operations.

Organize and direct the administrative, financial and accounting functions of the Department to ensure timely and accurate reporting in compliance with City policies.

Provide staff support to the Park Board by approving agendas and recommending policy action to the Board and City Council.

Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures. Assess and monitor workload, administrative and support systems, and internal reporting relationships. Identify opportunities for improvement. Direct the implementation of changes.
  • Financial Management
  • Develop and implement the department's operational budget, Capital! Improvement Program, anticipated revenues, and equipment/fleet requests adopted by the Park Board and funded by the City.

    Manage all assets of the Department inclusive of buildings, equipment, fixtures, parks and forestry.

    Plan for the acquisition and development of properties in connection with public parks properties and related areas designed to improve the quality of life within the City.
    • Staff Leadership
    Provide leadership and strategic direction to departmental staff including the selection, development, and evaluation of employees.

    Maintain accountability for the effectiveness of all operations and departmental activities.

    Recommend appropriate service and staffing levels.

    Assign work activities, projects and programs.

    Work with staff to resolve problems.

    Provide ongoing coaching and implement disciplinary measures when appropriate.

    Keep immediate supervisory group fully ! and accurately informed by conducting regularly scheduled meetings.

    Negotiate contracts and agreements for professional services and property transactions. Oversee the administration of agreements.
    Emergency Management

    Serve as the primary department representative on the City of Rochester's Emergency Operations Center and interact with other city departments, local, state and federal emergency management agencies.

    Coordinate the maintenance and implementation of the Department's Continuity of Operations Plan.

    Perform other related duties and responsibilities consistent with the role and function of this position.
    • ESSENTIAL FUNCTIONS
    MINIMUM QUALIFICATIONS:
    Education and Experience
    A Bachelor's Degree from an accredited college or university in park management, recreational facility administration, public administration, business administration or a closely related field AND at least six (6) year! s of progressive supervisory leadership and administrative experience i! n municipal recreation and parks management
    OR
    A Bachelor's Degree from an accredited college or university in park management, recreational facility administration, public administration, business administration or a closely related field AND ten (10) years of progressive supervisory leadership experience with two (2) years of administrative experience in municipal recreation and parks management

    Licenses and/or Certifications
    Valid driver's license

    Desirable Qualifications
    A Masters Degree from an accredited college or university in park management, recreational facility administration, public administration, business administration or a closely related field

    Direct the development and implementation of a departmental budget and ensure that funds are appropriately managed; stay within or under budget; make decisions! based upon budget limitations, contending interest groups, interagency concerns, legal issues, and the political climate.

    Establish a focus and applicable plan to connect the department's programs and tactical design to the City's key objectives thus, when implemented, the plan will achieve results and add value to the organization.
