Monitor, respond to and maintain in-depth understanding of federal, state and local cigarette and other tobacco products (OTP) legislation, reporting requirement! s, policy developments and implications of such. Interact with, and act as the primary contact for local, state and federal regulatory agencies, and act as Company subject matter expert for industry tobacco standards or issues.
Minimum Requirements: Bachelor's degree in Business Administration/Management or related field. An equivalent combination of education and/or experience will be considered. Master's degree preferred. Five years experience with compliance and vendor relations within the tobacco industry. Demonstrated expert knowledge within the cigarette and tobacco industry. Must have national multi-state experience.
Responsibilities and Essential Duties: Monitor, respond to and maintain in-depth understanding of federal, state and local cigarette and other tobacco products (OTP) legislation, reporting requirements, policy developments and implications of such. Communicate changes to appropriate internal departments (i.e., Finance, Legal, Supply! Chain, Merchandising, Distribution Center and Retail operatio! ns, etc.) and external customers to facilitate full compliance with regulatory requirements and compliance obligations regarding tobacco programs. Interact with, and act as the primary contact for local, state and federal regulatory agencies (i.e., Department of Revenue, Licensing, Excise Tax, Pact Act, Food and Drug Administration,) to develop and maintain current knowledge of regulatory changes; work with Legal as necessary. Work with Federation of Tobacco Tax Administrators (FTA) on tobacco related issues as appropriate; act as Company subject matter expert for industry tobacco standards or issues. Establish a strong working relationship with cigarette and tobacco companies and manufacturers. Participate in on-going discussions regarding the state of the industry as well as the overall business. Develop and maintain an in-depth understanding to the complexities of all of the various manufacturer performance programs at both wholesale and retail. Partner with distribution! center operations to understand company processes (to include how tax stamps are affixed in the DC, handling of returns, etc.); develop and maintain a strong working relationship with all cigarette and OTP distribution center areas (receiving, stamping, auditing, selecting and inventory control). Ensure timely and accurate reporting of sales, PACT and attorney general reporting, as applicable, by operations and corporate departments. Develop and maintain a strong understanding of cigarette and OTP tax laws, pricing, fair trade pricing, etc.; partner with manufacturers to understand impact and timing of changes. Participate in the review and administration of regulatory compliance, training, and implementation of corrective action; develop policies and procedures and represent the company's position on regulatory matters. Collaborate and provide cross-functional leadership with internal departments (Retail Operations, Loss Prevention, Supply Chain, Marketing, Information Te! chnology, Environmental/Safety, Finance, Category Management, Procureme! nt, etc.) in the development, implementation and monitoring of appropriate compliance policies and procedures, in order to enable current and future business initiatives and activities for tobacco operations. Responsible to actively monitor and recommend forward buy activities on stamp and product inventory. Maintain current knowledge of legal regulations, industry trends and best practices; make recommendations to improve current programs and processes and to ensure company legal compliance. Maintain membership with trade association groups (i.e., NACS, NATO, AWMA) as appropriate.
Knowledge / Skills / Abilities (KSAs):
Must have demonstrated knowledge of all federal, state and local laws related to cigarettes and other tobacco products. Strong understanding of distribution center and retail operations as it relates to tobacco products. Excellent written and verbal communications skills; strong presentation skills. Must have strong attention to detail an! d strong organizational, prioritization and multi-tasking skills. Excellent analytical, decision-making and project/time-management skills. Proficient computer skills including Microsoft Office. Ability to travel up to 10%.
