The Center for Victims of Torture is hiring a Chief Financial Officer who is responsible for establishing overall financial strategy, developing efficient financial systems, overseeing all fi! nancial activities, providing timely and accurate analysis of the financial position of the organization, and ensuring responsive and secure technology infrastructure. This position provides recommendations and guidance on financial matters to executives and management in order to support achievement of organizational goals. As a member of the executive leadership team, the CFO shares responsibility for developing and implementing the strategic plan and annual strategic goals. The CFO provides oversight for the efficient functioning of Finance and Technology Support Teams and works closely with the Board Finance and Audit Committees. This position is based in Minneapolis, MN.

The Center for Victims of Torture works toward a future in which torture ceases to exist and its victims have hope for a new life. We are an international nonprofit dedicated to healing survivors of torture. We provide direct care for those who have been tortured, trai! n partners around the world who can prevent and treat torture,! and advocate for human rights and an end to torture. CVT is headquartered in Minnesota with offices in Africa and the Middle East, and we have an annual operating budget of $13.4 million for 2013.
Responsibilities:
Strategic Organizational Leadership: Participate as a member of the Executive Team in managing the organization. Participate in the strategic planning process and support the achievement of annual strategic goals. Maintain regular communication and flow of information within and across department teams throughout the organization. Promote an environment with emphasis on strong financial health. Provide leadership to special projects.
Financial Management: Maintain financial policies and procedures that are consistent with best practices. Work with staff to maintain, re-design as needed, and document a system of internal controls that meet the needs of headquarters and international offices. Through continuous process im! provements ensure that the Finance department is responsive to the needs of the organization. Supervise the maintenance of financial reporting systems and ensure that reports are timely and meet the needs of the users. Work with the Executive Director to integrate finance staff and financial considerations into significant decisions made by the organization. Ensure managers understand the financial impact of their decisions and make day to day decisions that reflect long-term goals. Plan and monitor the organization's cash flow. Coordinate all financial activities, including banking relationships and investment activities.
Technology Systems Management: Through continuous process improvements ensure that the Technology Department is responsive to the needs of the organization. Work with the organization's leadership and others in the organization to anticipate technology needs as the organization expands its scope.
Staff Management: Supervise! staff including hiring, evaluating performance, training, collaboratin! g on development plans, and providing assistance on resolving problems.
Financial Reports: Administer the annual operating and capital budget process. Supervise finance department work with development and program staff on the preparation of new and renewing grant proposals. Ensure that budget managers are provided with reports that monitor year to date and contract to date budget results and that variances are investigated.
Compliance Reporting: Annual audits (Financial Statement Audit, Single Audit, and UN Audit). Tax and other Government filings (990, MN Attorney General Annual Report, 5500, 8955-SSA, FBAR). Government funder related filings (USAID PVO Report, CCR Registration, NICRA Proposal). Grant required reports.
Risk Management: Negotiate/evaluate and approve all contracts. Ensure the sufficiency of organizational insurance policies. Work with technology staff to ensure the accessibility of technology resources and th! e security of data. Ensure business continuity plan is current. Serve on the organization's Risk Management Team.
Other Administrative and Organizational Responsibilities: Provide staff leadership to the Finance and Audit Committees of the Board of Directors. Participate in organization-wide activities and meetings, and perform other planning and administrative duties as required.
Qualifications:
Bachelor's degree in accounting required, Masters in finance or accounting preferred, and 7-10 years of experience in progressively responsible finance positions, preferably in a complex fund accounting environment.
CPA or CMA designation preferred
Knowledge of GAAP
Demonstrated success in developing and implementing internal financial policies and controls
Minimum 5 years managerial experience
Experience managing federal grants and OMB requirements
Experience with Microsoft Dynamics GP and FR! X reporting
Experience working with a Board of Directors
Strong written and verbal presentation skills
International experience desirable
Familiarity with or interest in human rights
